Committee of Administrators Warns Jammu & Kashmir Against Pulling out from Ranji Trophy

In a strongly-worded letter, the Supreme Court-appointed Committee of Administration (CoA) has slammed Jammu and Kashmir Cricket Association secretary Iqbal Shah for ‘misleading’ the media that inaction from the BCCI as well as the CoA has forced the association to consider pulling out of the upcoming Ranji Trophy.

Earlier this week, Shah had claimed that he wrote to the BCCI requesting funds, but it was not fruitful. In July, the JKCA had also asked the BCCI to write a letter to the J&K Bank so that it can regularise its frozen account and utilise approximately Rs. 34 crore.

However, with no response coming from the board and the Ranji Trophy-opener less than a month away, Shah vented his frustration and stated that the association might pull out of this year’s Ranji Trophy.

“We have written to everyone in the BCCI, but till date, no response has come. You tell me how shall I run cricket here. The tournament (Ranji Trophy) is starting next month. We have to conduct selection trials here. If a boy comes from Jammu, where shall I put him up? Who will pay him the daily allowance? If such is the case, what shall we do other than taking a drastic step which will hurt cricket badly? There has been no word from the BCCI so far,” Shah had said.

“I was told that the matter would be taken up by the Committee of Administrators (CoA). I went and met them in Delhi. They said it would go back to the office-bearer. Now, these office-bearers have been given a notice by the Hon’ble Supreme Court. The other day, I was told that the decision on my state association can only be taken by the general body. The next hearing in the Supreme Court is on September 19. So where is the general body now? Chances are that the BCCI AGM will only take place next month. And from next month, the domestic championship is starting,” Shah had added.

However, Shah’s claims have not gone down too well with the CoA who have made their frustration clear through a letter.

“As per the orders dated 7th October 2016 and 21st October 2016 passed by the Hon’ble Supreme Court, the BCCI has been restrained from releasing any funds to non-compliant State Associations,” stated the letter from CoA to Shah which has been accessed by PTI.

“The Committee of Administrators has also noted certain media reports to the effect that the JKCA may pull out of BCCI tournaments due to lack of funds wherein you have been quoted as saying that this is due to inaction on the part of the BCCI and/or the Committee of Administrators,” it further read.

The three-member panel also made it clear that it will not flout Supreme Court’s order and provide funds to JKCA which had not received funds from the BCCI since 2012 when the association was accused of financial regularities. The matter is now being investigated by the Central Bureau of Investigation.

“This is a completely misleading picture that has been portrayed by you and appears to be an attempt to pressurise the Committee of Administrators into releasing funds in a manner contrary to the orders passed by the Hon’ble Supreme Court, which will not be done under any circumstances,” added the letter.

“Release of funds has been withheld solely to comply with the orders passed by the Hon’ble Supreme Court and, as mentioned above, it is non-compliance by the JKCA which is preventing the release of funds. If cricketing operations in Jammu & Kashmir suffer, as a result, it is the JKCA and its officials who are responsible for the same.”
