The monster among men is still trying to recover from the bruises in his elbow. It is understandable that an injury like this takes certain timespan to recover. In this case, the superstar in concern did not even receive full three weeks to get over the shattered elbow.
So this does not come as a surprise at all if WWE doctors do not allow him to compete at WWE TLC. In that case, we should get a backup match in this slot. Baron Corbin wanted to have a forfeit win against Braun Strowman to capture the authoritative spot, permanently. But he should have to earn the rights.
