Telegraph and Gazetta Dello Sport suggest that, AC Milan are hoping to seal a £21million deal.
The Belgian International wants to leave the Russian club and Mourinho and Van Gaal are reported to be admirers of the player but will be disappointed to miss out on the Belgian maestro.
Witsel’s agent claims that the midfielder is waiting to join Milan but a fee between the two clubs is yet to be agreed.
Milan previously made a £14.4million bid for the ex Benfica player but Zenit wanted more but the £21million bid is likely to be accepted.
“The player said yes to Milan,” he said.
“At the start Axel was not convinced by Milan’s proposal, because he was looking for a club that played in the Champions League,” Riccardo Napolitano told Antenna 3.
“However, the Rossoneri were very insistent and at the end the player said yes to their offer. The first hurdle has therefore been overcome.
“Now they need to satisfy Zenit’s demands. Milan are prepared to spend £14.4m, but the Russians are asking for £21.6m to £25m.”
The Standard Liege youth product joined Benfica from the Belgian giants in 2011 and then joined the Russian giants for €40 million in 2012.
He won Russian Premier League with Zenit in 2014-15 with making 41 appearances in all competitions and scoring 6 goals.
The 26 year old midfielder is a regular for Belgium National Team also and appeared for the Red Devils 57 times scoring 6 goals.
Chelsea were looking to bring him to Stamford Bridge where his compatriots Eden Hazard and Thibaut Courtois features in the first team.
Manchester United also wanted the Belgian box to box midfielder to strengthen their midfield but will be disappointed to miss out on the tenacious midfielder.
