As per record books, there are only eight incidents until the 7th November 2017 where a bowler had claimed two hat-tricks in a cricket match. All of these incidents happened in the first-class cricket barring one which occurred in Test cricket.

Mitchell Starc (New South Wales vs. Western Australia at Sydney in November 2017)

About the bowler: Australian left-arm pacer Mitchell Starc is one of the most dangerous bowlers in the international cricket. Until the 7th November 2017, Starc played 36 Tests, 68 ODIs and 22 T20Is where he had taken 148, 134 and 30 wickets respectively.
The incident of two hat-tricks: During the match between New South Wales and Western Australia in November 2017, Starc claimed the hat-trick in each innings. In the first innings, New South Wales pacer Starc completed his first hat-trick in this match after dismissing Jason Behrendorff, David Moody and Simon Mackin on three consecutive deliveries.
In the second innings, Starc claimed another hat-trick after dismissing Jason Behrendorff, David Moody, and Jonathan Wells consecutively.
Starc took total four wickets (4/56) in the first innings and three wickets (3/41) in the second innings. New South Wales won the match by 171 runs
