The fact that Samoa Joe acted like a babyface might have been due to the fact that he received the advice to project the original attacker as the meanest heel of the roster. Daniel Bryan is the concerned name who is likely to be the mastermind behind these attacks so to start a rivalry against Roman Reigns.

Dave Meltzer stated on Wrestling Observer Newsletter that the current plan is to show Daniel Bryan as a heel who can be the meanest person of the roster. He can go down to any level to accomplish his goal which could be life-threatening to another wrestler like Roman Reigns. WWE is even trying to endorse other heels like Samoa Joe into the angle so that the audience gets a disgusted feeling about Daniel Bryan. Here’s more from the source,

So at this point, there’s no chance that Samoa Joe is turning to a babyface character, soon. The Samoan has not changed his dynamics but rather got involved in a storyline to promote it.
