In order to relate to this rule, one can look back to the warm up games of ICC events like the Champions Trophy and World Cup. Having substitutions in the game would refer to the fact that at a time, there would just be 11 players from a team on field. But the substitutes would be those players who would act as specialists, for instance, during a team’s bowling; the batsmen who don’t bowl can be substituted with full time bowlers present in the 13 or 15 man squad. Doing so would just increase the level of competition within the game as there would be more specialist batsmen and bowlers participating. This rule would be harsh on bits and pieces players and part timers, but at the end of the day, it would surely uplift the competitiveness of all games.
