The two-tier Test system:
ICC wants to popularize the most prestigious version of the game Test cricket. The governing body of cricket wants to go beyond the ranking and trophy. They want to give real meaning to the Test format.
The two-tier Test system possibly will split into seven-five teams and there will be elevation and relegation system. As the speculation is going one the top team in the second division will directly qualify for the top division.
The league system possibly will start after the 2019 World Cup in England. In 2013 ICC proposed Test Championship but the proposal was rejected and ICC Champions Trophy continued. But now ICC is contemplating the idea of scrapping the ICC Champions Trophy after the implementation of the two-tier Test system and 13 teams ODI league.
“There’s a general realisation now that, if we’re going to keep Test cricket going well into the future, we can’t just say it’s going to survive on its own,” Richardson said.
