ToggleThe International Cricket Council (ICC) have decided to create a panel that will look into the matter of India Pakistan dispute.
The Pakistan Cricket Board (PCB) had accused BCCI of not honouring the Memorandum of Understanding (MoU).
PCB is looking for a USD 60 million compensation, as BCCI did not play any games with Pakistan as part of Future Tours & Programme (FTP) commitment. Both the countries are supposed to play five bilateral series between 2015-2023 eight year cycle.
However, both India and Pakistan have so far played only in ICC tournaments over the past decade. The only exception was when Pakistan toured India back in 2012 for a limited overs tour.
BCCI was also supposed to play two away series against Pakistan in a neutral venue like United Arab Emirates (UAE).
“The International Cricket Council today confirmed that the Hon Michael Beloff QC will chair the Dispute Panel in the matter of proceedings between the Pakistan Cricket Board and the Board of Control for Cricket in India,” ICC stated in a release.
“The two other members of the panel, which has been established under the Terms of Reference of the ICC Disputes Resolution Committee, are Jan Paulsson and Dr Anabelle Benett AO, SC,” it further said.
Non-appealable decision by ICC
Also, the most notable aspect of this hearing will be that once ICC releases the decision, neither of the countries can appeal against it.
“The hearing will take place as per article 10.4 of the Terms of Reference of the ICC Disputes Resolution Committee, the decision of the Dispute Panel shall be non-appealable and shall remain the full and final decision in relation to the matter and binding on all parties.”
But the Indian government had restricted BCCI from engaging in a duel with Pakistan. The IPL also do not contain Pakistan players. The politics are playing a major role for the board to go ahead with Pakistan series.
Without the permission of the central government, BCCI will not take a step ahead. Although BCCI does not incur any income loss for not hosting Pakistan team. But Pakistan is hoping India series would get them significant money, which did not materialize.
“Our contention is pretty simple. We will play Pakistan in ICC or multi-nation tournaments like Asia Cup but can’t engage in a bilateral series until we get a go-ahead from the union government.
“There are certain sensitive issues that we need to take note of. It’s not that ICC is unaware of what the circumstances are. The hearing is in October, and there is still some time. Let’s wait and watch,” a senior BCCI official told PTI today.
