Chances are pretty high that WWE goes forward with the second plan as some of the fans may have got over with the ongoing reign of Becky Lynch. Bayley resides on SmackDown and there are fewer chances that The Queen will intercross brand to set up a WrestleMania match especially after a WWE Draft.
In the meantime, we should note that WWE is not interested to host Becky vs. Charlotte or Bayley vs. Charlotte as these matches have been hosted on several occasions. So an entry by the NXT superstars to the scene seems evident unless Ronda Rousey chooses to come back.
