Vince McMahon made the decision that Goldberg would defeat The Fiend to win the Universal Championship at Super ShowDown. This decision made a ton of controversies as the undefeated streak of the former champion came to an end at the hands of a name who is considered to be no more in his prime.
But WWE always finds an opportunity to set up money matches and it was the sole reason behind the title change in Saudi Arabia.
Goldberg Speaks Why Roman Reigns Backed Out Of WWE Wrestlemania 36
Vince McMahon then booked Roman Reigns vs. Goldberg at WrestleMania 36 for the Universal Championship in a Spear vs. Spear fantasy warfare.
With negative reactions around the new champion, Vince wanted to make sure that Roman Reigns gets a positive reaction when he wins the Universal Championship (this would not have been the case if Reigns would defeat The Fiend to win the belt).

Moving forward, Roman Reigns pulled himself out of WrestleMania 36 amid Coronavirus pandemic. His body was immunocompromised due to earlier battle against Leukemia and it was a smart decision to stay home to keep his body safe at a time when COVID-19 is making its impact, everywhere else. WWE couldn’t protest Reigns’ decision as his physical well-being was in concern.

Once this happened, WWE officials planned to have Goldberg retain the Universal Championship against Reigns’ replacement. (Braun Strowman)
They hoped that Reigns will return in due course and they could have saved the moment where The Big Dog defeats The Myth to win the Universal Championship, at a later date. But this plan was obviously scrapped out as we have seen Braun Strowman ended up pinning Goldberg to become the new champion.
WWE continued their shows after WrestleMania 36 and realized that the COVID-19 situation will probably not improve, anytime soon. With that being said, Roman Reigns is also not returning to action until the coronavirus pandemic disappears.
WWE realized this would be a long process and they went ahead with the decision of Goldberg dropping the Universal Title to his new opponent. This ended up to be “The Monster Among Men” Braun Strowman.
