Roman Reigns is the top champion in the WWE who continues to rule the roost with an iron fist. There are not many options available for the WWE to find a superstar who could possibly beat him for the championship, in the near future. Hence, they had no option but to bring back Brock Lesnar, time and time again.
With top superstars like Cody Rhodes and Randy Orton going on a hiatus due to injury reasons, the number of wrestlers that can go toe-to-toe with the dominant Undisputed WWE Universal Champion is relatively less. Brian R. Solomon, a former author, and employee for WWE Magazine believes that this is the reason why Roman Reigns has been booked in a known pattern.

“From a booking perspective you need him to have opponents,” Solomon told the Cheap Heat Productions podcast, “You’ve got people like Drew McIntyre, Randy Orton, now Brock is back. Y’know, people that he could have good matches with, but people you know aren’t gonna beat him.”

Soloman pointed out that Roman Reigns teaming up with his cousins The Usos is to hide the lack of viable challengers on Raw and Smackdown. Cody Rhodes was considered to be a viable option to beat him in the summer. But he is out of action and WWE could possibly arrange a blockbuster match for him when he’d be back.
Solomon also that Roman Reigns could “very conceivably” lose the championships before WrestleMania 39 in Los Angeles where The Rock could be his opponent.
“That match is bigger than the title,” he stated. “You can have Rock vs. Roman and then Cody vs. Somebody, anybody, maybe Brock for the title. The more I think about it, the more I think that might actually be what happens.” (quotes courtesy Wrestling INC)
Roman Reigns hasn’t suffered a single pinfall or submission loss winning the WWE Universal Championship in August of 2020 at Summerslam. The Rock taking the title away from him seems a good idea to the former writer as long as the likes of Cody Rhodes remain protected.
The Undisputed WWE Universal Champion with The Bloodline (The Usos and Paul Heyman) isn’t likely loosening their hold on Smackdown and they are likely to remain champions for months to follow.
