At present, The Rock has both Black Adam and Red Notice in pre-production mode. Additionally, the saying is that The Great One will stay in retirement as mentioned in a few earlier interviews.

The other names that WWE confirmed for Smackdown 20th anniversary are Brock Lesnar, Kurt Angle, Lita, Mick Foley, Booker T, Hulk Hogan, Trish Stratus, Goldberg, Jerry Lawler, Mark Henry, Ric Flair, and Sting will all be appearing at the SmackDown Live premiere on FOX Sports. The two franchise players The Rock and John Cena are not in this list, as of now.

Meanwhile, a report from wrestlingnews.co suggested that WWE is likely to bring back John Cena on that night. If his schedule permits then The Rock will also join him. Here’s more from the source, (via wwfoldschool.com)

“16-time WWE World Heavyweight Champion John Cena will appear on the October 4th edition of SmackDown, when it moves to FOX, as Cena will be in Los Angeles during that week.

A lot of other big names will also be appearing on the show. One of those rumored big names is The Rock. While WWE officials haven’t contacted The Rock yet, the show is still a few months away and The Rock will most likely make it to the show if his schedule is free.”
