Cody Rhodes has long been speculated to be one of them given that it’s been months since he was last seen on WWE TV before going into a hiatus due to a torn pec.
With Wrestlemania 39 season set to kick off, the belief is that Rhodes will make his return at the Royal Rumble 2023 in a surprising capacity. He was rumored to be back on the first 2023 episode of Monday Night Raw but that wasn’t the case. It appears that WWE made changes to his return plans recently.

Rhodes will be pre-announced for a return
While speaking on Wrestling Observer Radio, Dave Meltzer talked about Rhodes’ return to WWE. It was noted that WWE has already decided to release a vignette, hyping up the same, it is evident that the officials will not be surprising fans with a return at the Royal Rumble 2023. But rather he will be promoted ahead of time,
“I had always figured that Cody Rhodes’ return would be a surprise at the Royal Rumble, but it’s absolutely not going to be, as they’re doing a multi-part series building up his return.”

Logic behind Cody Rhodes’ Royal Rumble 2023 appearance
This could be the same set of incidents as that of Royal Rumble 2021 where WWE Hall of Famer Edge was announced to make his return to the match after his month-long surgery. He ended up winning that match. Eventually, Rhodes is also the favorite to be the winner of the Royal Rumble 2023 match.
Cody Rhodes tore his pec before his Hell in a Cell match against Seth Rollins in 2022. Since then, he has been out of action for 7 months but going by the recent vignette released by the WWE, he’s getting ready for a return now. WWE hasn’t confirmed anything regarding when that would happen.

In the released interview, Rhodes said he has no desire to face Seth Rollins again which probably wiped out the chances of seeing the match no. 4 against The Visionary. But instead Rhodes wants to go after the World Title and hence it makes sense that he would be there in a pre-announced manner at Royal Rumble 2023 to earn a title match opportunity.
