Being the center of the first advertisement, many thought that he was going to be a key player in the annual tradition in the WWE. Eventually, plans had to change since the top Raw Superstar was out of action due to an injury.
Ever since returning to WWE at Wrestlemania 38, Cody Rhodes was on an incredible hot streak. He never lost a match on TV or in dark segments. But all those momentums came to a halt due to a torn pectoral muscle. This happened just before Hell in a Cell when Money in the Bank promotional materials was already taped and hence, WWE also started airing those vignettes on TV.

Ringside News was told by a tenured member of the WWE creative team that if Cody Rhodes “was penciled in to win, it was before Vince let anyone know what the plans were.” The Boss of the WWE always has a number of ideas in his head and this one was probably the same instance. But he never voiced those ideas to anyone, at least not the plan of Cody Rhodes winning the Money in the Bank contract.
Vince McMahon, Kevin Dunn, and Bruce Prichard are the top people in the WWE who know about creative plans and are presented to the creative team. As per the earlier reports, the WWE talents were not informed in advance about the match finishes from Money in the Bank.
Besides, RSN also reported after the premium live event that Austin Theory was always the selected winner of the Men’s Money in the Bank ladder match. Many were under the assumption that Cody Rhodes was set to win the match and Theory was the replacement in his absence. But that wasn’t the case, at all.
