The initial belief was that he would go after Nakamura and his US title, but Orton stomped in the groin of Hardy showing the signs of a heel.

It is a clear indication that the former US Champ is still dealing with some concussions and need some hiatus to heal the wounds off.
Cagesideseats.com also informed the same stating that Randy Orton attacking Jeff Hardy was just a setup. It would not allow Hardy to appear on the blue brand for the future weeks from a storyline perspective. It means we will not see the high-flying superstar in the biggest event of the summer. Last year, he suffered a shoulder injury just after the same show.
It sidelined him for more than six months. So the speculations are high whether he would have to stay away for long, this time, too.
