Stephanie McMahon sent Kurt Angle to a temporary vacation after Summerslam. She found the general manager of the show extremely partial on his duties as per a storyline reason. In reality, the Hall of Famer has gone back to training sessions to feature in a couple of matches that already took place. But we are yet to get him back in his original role.
Baron Corbin is the acting general manager of WWE Raw during this hiatus. His post is on the line at the upcoming TLC PPV. A one-on-one match is set to take place on that show where Braun Strowman is his opponent. He must win this contest in order to retain his post. The monster among men is definitely the favorite to win this match.
But that does not mean that Kurt Angle will get back his original post of WWE Raw GM. The current plan of the creative team is to make Alexa Bliss as the authoritative figure on the flagship show. She might not be able to compete ever inside the squared circle due to a concussion. Hence, a backup role seems evident for her.

We did not receive any further positive update on Alexa Bliss regarding her concussion. It means that the ongoing speculation of her career-end might just turn out to be true. Furthermore, WWE is fuelling up the rumors just by preparing her for the general manager post. WWE Raw earned a clean sweep over SmackDown Live by 6-0 at the PPV based on Bragging Rights. This was just a set up for the flagship show to show how well Alexa Bliss and Baron Corbin worked as a team, together. In future, The Goddess of the WWE can come up mentioning the same and claiming the general manager post.
This hints that Kurt Angle might not come back on WWE Raw as an authoritative figure, any longer. But he can definitely be back as a wrestler in big stages like Royal Rumble or Wrestlemania. He also has some unfinished business with Drew McIntyre to settle with.
