Cody Rhodes could be one of them as he has been a free agent ever since leaving AEW and the current belief is that his arrival in WWE has already been planned set in stone. However, he’s yet to arrive on Raw or SmackDown.
There have been reports in recent times indicating that Cody is booked with Seth Rollins at WrestleMania 38. The Messiah has recently been in search of an opponent for the Show or Shows and this is the reason why speculations around Cody have picked up. WWE hasn’t given any whatsoever indication and opted to remain quiet about the surprise return.

On the latest Wrestling Observer Radio, Dave Meltzer talked about Cody’s recent status and mentioned that WWE indeed has plans for him at WrestleMania 38. In a definitive statement on the matter, he proceeded to state that Cody will be wrestling Seth Rollins at the upcoming premium live event. However, WWE may not do anything to hype things up in advance.

“He’s coming. I mean, that’s it. He’s wrestling Seth at WrestleMania. Unless something changes. I sure watched this not thinking anything’s changing,” Meltzer hinted at Cody’s on the actual show or WrestleMania 38.
“How they do it, I think they may end up doing the Hardys thing where you know they’re coming and they don’t announce it and they just show up the day of the show. They may be doing that one.”
Cody Rhodes is planned to feature in a WrestleMania 38 match, according to this report and his arrival would indeed be a pleasant surprise for the fans as they are continuously chanting for him in the weekly programming. We have to perhaps wait and see until April to see what WWE decided to do with this situation.
Ringside News also provided updates on this scenario which they learnt on RAW in Jacksonville on March 14. They wanted to see if things have changed regarding the matter at WrestleMania 38.
They were told that “he’s not being discussed with the writing team.” Additionally, a tenured member of the creative team informed that, “whatever his deal is, it’s being kept ‘up above and secret’ for now.” So things are going to be low key for the time being around the son of a plumber.
